Job Responsibilities
All officers of the Department will, at all times, within the jurisdictional limits, endeavor to prevent crime, preserve the peace, protect life and property, detect and arrest violators of the law, and enforce the laws of the United States, the State of Wyoming, and all local ordinances, in accordance with the rules, regulations, policies, procedures, and orders of the jurisdiction and the Department. Patrol Officers must obtain knowledge in all areas of laws, regulations, police methods, procedures and techniques. Must be able to conduct critical thinking and have problem solving skills. Communication and interpersonal skills are key in police related incidents. All patrol officers are required to obtain certification through the Wyoming Law Enforcement Academy within one (1) year of hire and successfully complete the Field Training Officer (FTO) program.

Qualifications
Be a US Citizen; Be at least 21 Years old; Possess Driver’s License; High School Diploma/Equivalent; Pass Written Exam; Pass Physical Fitness Exam; Pass Physical; Pass Psychological Exam; Pass Background Check

Special Training/Skills Desired
Patrol Officers are considered first responders. They are not part of the administration. Meet the expectations of the Chief of Police and Patrol Sergeant to include appearance, timely report submissions, adheres to policy, etc.; Follow instructions and activities assigned by the Patrol Sergeant; Completes reports accurately; Participates in problem solving and program development; Responds to emergent and non-emergent calls for service in a prompt and professional manner; Proactively engages in the community daily; Makes physical arrests, issues citations and prepares affidavits for criminal complaints; Any additional duty assignments as requested by the Chief of Police or Patrol Sergeant. This includes, firearms, FTO, TASER, Custody and Control, etc.

ANIMAL/NUISANCE CONTROL/COMMUNICATIONS OFFICER

Job Responsibilities
Responsible for controlling feral cat populations, and other domesticated and wild/feral cats, skunks, raccoons, etc. animal problems. Initiates the contact with individuals that create nuisance yards. Enforces the Thermopolis Town codes regarding animals, and nuisances. Maintains records of licensed animals, Works with the veterinary service or providers for placement of abandoned animals. Perform part-time Communications Officer duties as needed. Any other duties as assigned by the Chief of Police.

Qualifications
Hold a valid Wyoming Driver’s license. Communication skills when dealing with the public. Have working knowledge of computer systems and proper data entry. Capturing and impounding dangerous or stray animals. Investigating cases of animal cruelty. Enforcing licensing laws and other state, county, and city laws and regulations of that are applicable to the animal control program. Providing expert testimony in court cases. . Ability to properly respond to questions from the public and provide direction. Phone skills and people skills are a must. Provides technical services through investigation, inspection and enforcement to assure that residential and commercial properties are maintained in conformance with the Town Of Thermopolis’s nuisance and housing codes and all other relevant town codes. Will be required to obtain maintain Communications Officer Certification through the Wyoming Law Enforcement Academy. Coverage for the Communications Center will be required and the Communications employment description will be followed when in that role.

Special Training/Skills Desired
• Receives and investigates citizen complaints relating to dogs, cats, and other animals. • Locates, captures, and transports abandoned and stray dogs, cats, and other animals. • Issue summonses to animal owners in violation of animal control ordinances. • Prepares reports and maintains appropriate records. • Set up traps and prepares reports and maintains log on trap locations. • Testifies in court involving enforcement of animal control ordinances. • Surveys, inspects, investigates, evaluates and enforces requirements for residential, commercial properties and vacant lots to determine compliance. • Responds to complaints concerning nuisance and housing code violations on public or private property received from the public, other property owners, tenants, landlords or others. • Maintains daily manual and computerized records of inspection, including findings and recommendations; • Photographs violations, uses resources to identify property parcels and uses the information to prepare correspondence and violation notices; • Composes letters of compliance or non-compliance, including recommendations of corrective measures; • Performs follow-up inspections to assure compliance; • Prepares detailed reports for use when citations are contested. • Prepares cases for legal action by gathering data supporting the facts of the case, attends and testifies at hearings held within the town and as required. • Discusses nuisance or housing code violations with property owners and advises how compliance may be obtained; • Contacts owners and tenants to provide assistance and to promote improved property maintenance; • Attends internal & external meetings as required; • Performs all work duties and activities in accordance with Town policies, procedures and safety practices; • Attends work regularly at the designated place and times. • Performs related work as required.

Compensation
Maintain certification as a Communications Officer through the Wyoming Law Enforcement Academy at the discretion of the Chief of Police. Follow all requirements under that description. • Must pass a pre-employment background check. • Must successfully complete all internal related trainings. • Must pass post offer, pre-employment physical examination and medical history check. • The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job.
